According to the Law on Foreigners and International Protection No. 6458, there are persons exempted from residence permits in Turkey. You can find detailed information about it in this blog post.

* Those who arrive with or without a visa for up to ninety (90) days,

* Those who have a Stateless Person Identity Document,

*  Diplomatic and consular officers in Turkey,

* Families of diplomatic and consular officers working in Turkey, as reported by the Ministry of Foreign Affairs,

* Those who work at the representations of international organizations in Turkey and whose status is determined by agreements,

* Those who are exempt from residence permit from the countries with which the Republic of Turkey has a contract.

* Those who are Turkish citizens by birth.

The persons mentioned above are exempted from residence permit in Turkey.

* (Foreigners whose visa expires at the end of 90 days must obtain a residence permit if their stay in Turkey continues.)

* The foreigner who has a work permit does not need to obtain a residence permit separately.
