Ç-104 – WHAT DOES THE RESTRICTED CODE MEAN?

If a foreigner in Turkey whose visa, residence permit or work permit has expired but has been found in Turkey without being caught anywhere, if he/she does not have any notification document, if he/she has stayed in Turkey for more than 2 years but less than 3 years they are banned from entry for 2 years.
